Haryana MBBS Counseling
Introduction Directorate of Medical Education and Research (DMER), Haryana, is the conducting authority of Haryana MBBS Counseling 2025. The admission is completely on the basis of NEET UG 2025 Scores. The authority releases list of institutions which participate in the Haryana MBBS admission process so that candidates can accordingly apply for admissions in the preferred colleges. However, candidates who fulfill the eligibility criteria prescribed by the authorities are only considered for the admissions. The admissions are open for 766 MBBS and 84 BDS seats offered by medical and dental colleges of the Haryana under 85% state quota seats. While, remaining 15% seats are reserved for candidates selected under All India Quota seats (AIQ) in all government MBBS and BDS colleges.
There will be a total of three round of counseling Round 1, Round 2 and mop- up round for Haryana MBBS BDS admission 2025. The first two rounds will be conducted in online mode and the mop round for Haryana MBBS BDS counseling can be conducted in offline mode. After the online registration, candidates are required to take part in the document verification process. The authority will publish the Haryana MBBS merit list which will be followed by the choice filling and the allotments of seats, after the session of document verification.
Seat Reservation Policy
- As per the reservation policy Government Institutions covered under this Notification, 15% of the seats will be assigned to the All India Counseling of NEET UG-2025 and the remaining 85% of the seats will be assigned under the Haryana State Medical Counseling of NEET UG-2025.
- For Private Medical/Dental Institutions affiliated to Pt.B.D. Sharma University of Health Sciences, Rohtak. 50% of the seats will be filled under State Quota seats and remaining 50% of seats will be filled under the Management Category. Out of 50% of Management Category seats, 15% seats will be in the Non-Resident Indian (NRI) Category.
- The State Reservation Policy shall be applicable for admission to all State Quota seats in Government/Government Aided Medical/Dental Colleges and for 50% State Quota seats in Private Medical /Dental Colleges affiliated to Pt. B.D.Sharma University of Health Sciences, Rohtak.
- 5% seats of the State Quota seats shall be reserved for candidates with Benchmark Disabilities in accordance with the provisions of the Rights of Person with Disabilities Act, 2016, based on the merit list of National Eligibility cum Entrance Test (NEET UG 2025) and as per NMC Guidelines issued from time to time. The Disability Certificate issued by the designated Disability Centers notified by NTA in the Prospectus issued for NEET 2025 OR the Medical Board constituted by PGIMS, Rohtak will only be considered valid for admission purposes for the Academic Session 2025-26.
- The seat distribution in Medical/Dental Colleges under Private Universities (SGT University, Budhera Gurugram; Al-Falah Univeristy, Faridabad and PDM University, Bahadurgarh, Jhajjar would be 50 % for state quota and remaining 50% for All India Management Quota.
Eligibility Criteria for State Domicile
Domicile‟ the word „Resident‟ be used in the instructions issued by the State Government and it has been decided to revise the Government instructions. Henceforth, the following categories of persons would be eligible for the grant of Resident Certificate: –
- Candidates, who have passed the examination qualifying there for selection in an institution from a school/college in
- Children/Wards (if parents are not living)/Dependents: –
- Of the regular employees of Haryana State posted in or outside Haryana State or working on deputation;
- Of the regular employees of the statutory bodies/corporations established by or under an act of the State of Haryana who are posted in Chandigarh or in Haryana or outside
- Of the regular employees of the Government of India posted in Chandigarh or in Haryana in connection with the affairs of the Haryana Government;
- Children/wards (if parents not living)/dependents of persons who after retirement have permanently settled in Haryana and draw their pensions from the treasuries situated in the State of
- Children/wards (if parents are not living)/dependents of pensioners of Haryana Government irrespective of the fact that the original home of the retiree is in a state other than Haryana or he has settled after retirement in or outside Haryana;
- Children/Wards (if parents are not living)/dependents of persons, who have permanent home in Haryana and include persons who have been residing in Haryana for a period of not less than 15 years or who have permanent home in Haryana but on account of their occupation they are living outside Haryana;
- The wives of such persons who are bonafide residents of Haryana irrespective of the fact that they had belonged to any other State before marriage;
- Persons who were born in Haryana and produce a certificate to that effect; provided that the parents/guardians (if parents are not living) of persons belonging to any one of the above mentioned categories are:
- Citizen of India;
- Produce an affidavit to the effect that they or their children/wards (if parents are not living)/dependents have not obtained the benefit of Resident in any other
- All candidates claiming to be bonafide residents of Haryana should produce a Haryana Resident Certificate signed by the District Magistrate/General Assistant to Deputy Commissioner or Sub-Divisional Officer (Civil) of the District/Sub-Divisions to which the candidates Resident Certificates in respect of elsewhere or in respect of the Children/Wards/Dependents of Haryana Govt. employees who are posted at Chandigarh, Delhi or elsewhere or in respect of Children /Wards/ Dependents of pensioners of Haryana Govt. or in respect of the Children/Wards/ Department of the employees of the Government of India posted at Chandigarh or in Haryana in connection with the affairs of Haryana Government, or in respect of Children/Wards/Dependents of the employees and retirees of the Statutory Bodies/Corporations of Haryana established by or under an Act of the State of Haryana or a Central Act and located at Chandigarh, Haryana or outside Haryana, should be by their respective Heads of Departments.
- Candidates seeking admission in educational institutions (including Medical and technical institutions) located in Haryana may not be required to produce Resident Certificate, if they have passed the examination from a school/college situated in Haryana. For this purpose, a certificate of the Principal/Headmaster from concerned institution where the children/wards studied last should be considered sufficient.
