Qualifications and Qualifying Examination Codes
To be eligible for NEET (UG) – 2025, candidates need to refer to the following codes for qualifying examination criteria.
CODE 01 : Need to be chosen by those candidates who are appearing in the qualifying examination i.e class 12th in 2025 . However, their candidature will be considered only if they provide documentary evidence of having passed the qualifying Examination with the required subjects and percentage of marks.
CODE 02: To be chosen by ICSE candidates having English + PCMB (Bio/Biotech), with any elective of choice instead of Maths as well. This is also for students who’ve finished their 10+2 from the National Institute of Open Schooling (NIOS) or state open school. Private candidates from the state boards (having bio/biotech as an additional subject) as well as those taking a drop/gap can also opt for this code.
CODE 03: To be chose by those candidates who have passed Intermediate/Pre-degree Examination in Science of an Indian University/Board or other recognized examining body with Physics, Chemistry, Biology /Biotechnology (which shall include practical test in these subjects) and also English as a compulsory subject.
CODE 04: To be chosen by candidates who have completed pre-professional/pre-medical exams, having English + PCB (Bio/Biotech), and having given practical tests in all these subjects.
CODE 05 : To be chosen by candidates who have passed the Class 12 qualifying exam and a 1st-year university level exam (with practical’s) in Physics, Chemistry, and Biology/Biotechnology.
CODE 06: To be chosen by candidates who passed Class 10+2 with English + PCB (Bio/Biotech) and B.Sc examination with not less than 2 subjects out of Physics, Chemistry, Biology/Biotechnology.
CODE 07: To be chosen by candidates who have completed 2 years of theory and practicals in English + PCB (Bio/Biotech) and have passed any other examination that’s equivalent to a university-level intermediate science exam. Foreign candidates also have to choose this code, only if the equivalence of their qualifying exam is proved to be at par with India’s Class 12 boards.
The Association of Indian Universities (AIU) is the one that determines this equivalence and even converts grades into marks (if the candidate’s score is in grades).
MCC COUNSELING PROCESS
. All India Quota NEET Counseling 15%:
Who can apply:
- Qualified NEET candidates seeking 15% All India Quota (AIQ) seats in medical colleges.
Open seats (no domicile restrictions):
- 15% of MBBS/BDS seats are from participating states.
- 100% of MBBS/BDS seats at BHU (Open category).
- 100% of MBBS seats at all AIIMS institutes.
- Open seats at JIPMER (Puducherry/Karaikal).
- Open seats at AMU.
- 15% of MBBS/BDS seats at DU/IP University (VMMC/ABVIMS/ESIC Dental).
- Open seats at Jamia Hamdard (Faculty of Dentistry).
- 15% of MBBS/BDS seats at ESIC medical colleges.
Reservations:
- 50.5%: General (Unreserved)
- 15%: Scheduled Castes (SC)
- 7.5%: Scheduled Tribes (ST)
- 27%: Other Backward Classes (OBC-NCL)
- 10%: Economically Weaker Sections (EWS)
- 5%: Persons with Disabilities (PwD) (horizontal reservation across categories)
Counselling rounds:
Four rounds: Round 1, Round 2, Mop-Up, Stray Vacancy.
2. AIIMS
Number of seats: 2037 MBBS seats across 20 AIIMS institutes.
Entrance exam: NEET UG scores are now used for AIIMS admissions (previously separate exam).
Counselling: Same as NEET AIQ counselling with four rounds (Round 1, Round 2, Mop-Up, Final).
Reservation policy:
- Follows Central Government policy (applicable only to seats contributed to MCC).
- 50.5% Unreserved.
- 15% SC.
- 7.5% ST.
- 27% OBC-NCL.
- 10% EWS.
- 5% PwD (horizontal reservation across categories).
PwD reservation:
- Requires disability certificate as per NMC norms (Gazette Notification No. MCI-34(41)/2018-Med./170045 Dated 04/02/2019).
3. JIPMER
JIPMER has its own eligibility and admission policies for its state quota seats. Be sure to check their website for details.
For NEET UG All India Quota seats:
Four rounds of counseling: Round 1, Round 2, Mop-Up, and Online Stray Vacancy.
Eligibility: Based on NEET UG rank.
Reservation policy:
- Follows Central Government policy for open seats:
- 15% SC
- 7.5% ST
- 27% OBC-NCL
- 10% EWS
- 5% PwD (horizontal reservation)
4. AFMC
Important note: AFMC admissions have their own separate process and are not part of the regular NEET Counselling conducted by MCC.
Here’s what you need to know:
- Registration: You must register on the MCC portal (mcc.nic.in) to express interest.
- Selection: After registration, your details are forwarded to AFMC authorities who conduct their own selec:tion process based on their specific rules and regulations.
- MCC’s role: MCC only facilitates registration, they have no role in the actual selection process or seat allotment.
- Eligibility: Before registering, thoroughly check the eligibility criteria on the AFMC website, especially regarding medical fitness.
5. ESIC Insured Persons Quota:
Who can apply:
- Candidates qualified for NEET-UG seeking seats reserved for insured persons under the ESIC scheme.
- No domicile restrictions.
Counselling process:
- Conducted by MCC through four rounds (Round 1, Round 2, Mop-Up, Stray Vacancy).
- Eligibility based on NEET-UG rank. Download rank letter/result.
Reservation policy:
- 15% SC
- 7.5% ST
- 27% OBC-NCL
- 10% EWS
- 5% PwD (horizontal reservation)
PwD reservation:
- Requires disability certificate as per NMC norms (Gazette Notification No. MCI-34(41)/2018-Med./170045 Dated 04/02/2019) from designated centers.
6. Central Universities (BHU/AMU/DU) Admissions:
Who can apply:
- Candidates who qualified for NEET-UG.
Eligibility:
- Specific eligibility criteria may vary for each university (BHU, AMU, DU). Always check their official websites.
Counselling process:
- Conducted by MCC through four rounds (Round 1, Round 2, Mop-Up, Stray Vacancy).
- Based on NEET-UG rank. Download rank letter/result from NTA website.
7. Deemed Universities
Counselling rounds:
- Four rounds: Round 1, Round 2, Mop-Up, Stray Vacancy.
- MCC handles Rounds 1, 2, and Mop-Up online.
- Stray Vacancy round handled by individual Deemed universities.
Eligibility:
- Qualified NEET-UG candidates.
- Specific NRI eligibility criteria apply for NRI seats.

Step 1: Registration
- The first and Foremost step to follow for Counselling is registration, Visit the Medical Counselling Committee’s official website (Click Here).
- Then Locate the Registration link named ug counselling Registrations’ and Click on it
- After the registration link has opened carefully fill up the registration form mentioning your details, academic details, and other important details.
- After filling out the registration form, make the payment for registration in the Make Payment Section using the debit card or UPI.
- Once the payment is done, you will have the ‘preview’ where you can preview the registration and check whether the details you have provided are correct or Not. Once you checked all the details you have provided click on ‘okay’. Take a printout of the registration or download the pdf form for future references
- Once registration is done click on the log out from the registration and move onward to choice filling Sections
Step 2: Choice Filling
- Upon registration, the next step to follow is ‘Choice Filling’ where you can choose a list of Medical and dental colleges of your choice ensuring the best options for your medical journey
- After registration. Log in again for the choice filling with details you have provided during registration.
- Once you have logged in to choice filling, now you can fill up choices for a list of colleges that are best suited for you.
- There is no limit to the list of choices you can select.
- Once the choice filling is done move on to the Choice locking section.
Step 3: Choice Locking
- Once you selected all your preferred choices make sure to do the Choice Locking at scheduled date .
- Once you checked thoroughly through your selected preference, start locking all the colleges.
- Once you have locked all the choices, you can’t change the preference until the next round of counselling so carefully lock the choices
Step 4: Rounds of Counselling
The counselling for medical and dental will be conducted with four rounds of Counselling while each round have such as registration (for the first round only. Auto Consideration for the other rounds), Choice filling and locking, seat allotment, result and document verification and reporting to allotted colleges;
Step 5: Counselling Result for Seat Allotment Process
Here’s how seat allotment process works;
Common Steps for All Rounds:
- Choices Locked: After the choice filling window closes, your choices are locked.
- Rank Processing: Your NEET score and category are used to calculate your rank.
- Seat Allocation Algorithm: Seats are allocated based on a pre-defined algorithm considering:
- Your rank in NEET Exam
- Your locked choices
- Seat availability in your chosen colleges and courses
- Reservation categories
- Seat Allotment Results: Results are announced on the official website (MCC for AIQ, state websites for state quota).
Seat Acceptance:
If Allotted:
- Download your allotment letter.
- Upload required documents within the stipulated timeframe.
- Report to the allotted college with original documents for physical verification.
Not Allotted:
- Wait for the next round or consider Stray Vacancy Round (if applicable).
Step 6: Upgradation

- Only applicable if you were allotted a seat in Round 1 or 2.
- No upgradation in Stray Vacancy Round (Round 4).
Steps:
- Apply fort Upgradation: After each round’s result, candidate is allowed to upgrade its seat.
- New Choices : Candidate can add or modify choices for upgradation during the specified window.
- Locking: Lock your final choices for upgradation before the deadline.
- Upgradation Results: Wait for the next round’s seat allotment results.
- Upgraded or Not Upgraded:
- Upgraded: Candidate will get an allotment letter for the new seat. And need to report the allotted college as the previous seat get automatically resigned .
- Not Upgraded: You retain your previous seat allocation.
Steps 7: Reporting to Allotted Colleges
Once you’re allotted a seat in your desired college through NEET Counselling, it’s time to secure your spot! Here’s a simplified breakdown of the reporting process:
Steps:
- Download Allotment Letter: Login on MCC portal and download your official seat allotment letter from the MCC website (for AIQ) .
- Document Verification: Prepare all required documents as mentioned in the allotment letter and official guidelines. These typically include:
- Admit card, scorecard, mark sheets, certificates
- Proof of identity and date of birth
- Category certificate (if applicable)
- Allotment letter
- Photocopies of all documents
- Reporting Deadline: Strictly adhere to the reporting deadline specified in your allotment letter. Late reporting can lead to cancellation of your seat.
- Physical Reporting: Visit the allotted college in person within the stipulated timeframe. Carry the original documents for verification.
- Document Verification at College: College authorities will validate your documents & acknowledge your admission.
- Fee Payment: Pay the required fees as per the college’s authority.
- Seat Confirmation: After successfully submission of documents and fee payment, your seat in the college is confirmed.
Round 1:
- Register: Pay fees and register on the MCC website.
- Choices: Fill and lock preferred colleges & courses.
- Seat Allotment: Based on rank & choices, get a seat.
- Results & Documents: Check result, upload certificates.
- Reporting: Report to allotted college with documents (upgrade option).
Round 2:
- No Fresh Registration: No need to register if not allotted in Round 1.
- Fresh Registration: Register for Round 2 if new or missed Round 1.
- Choices: Add new choices and lock them.
- Seat Allotment & Reporting: Si to Round 1.
- Upgrade: Upgraded candidates need to collect documents from Round 1 seat.
Round 3:
- Automatic Consideration: Similar to Round 2.
- Fresh Registration: Similar to Round 2.
- Choices & Reporting: Similar to Round 1 & 2.
Final Stray Vacancy Round:
- Register: New registration required.
- Elimination: Candidates with seats are eliminated.
- Vacancy Round: Fill choices for vacant seats.
- Seat Allotment: Based on merit in this round.
- Joining: Join allotted seat .
NEET Counselling 2025 Documents Required
- Allotment Letter issued by MCC
- Admit Cards of Exam issued by NTA.
- NEET 2024 Result/ Rank letter issued by NTA.
- Date of Birth Certificate (if Metric Certificate does not bear the same)

- Eight (8) Passport-size photographs same as affixed on the application form.
