UTTARAKHAND MBBS COUNSELING
Uttarakhand State Centralized counseling for all available seats of MBBS/BDS courses in all the Government Medical Colleges, Private Medical/Dental Colleges and Private Medical college affiliated with State Private University of Uttarakhand for the academic session of 2023‐24 will be conducted by Hemwati Nandan Bahuguna Uttarakhand Medical Education University, Dehradun. The Counselling will be conducted on the basis of merit of NEET UG‐ 2023 examination and eligibility criteria & other terms and conditions as per the NEET UG‐2023 Uttarakhand state centralized counseling.
Centralized counseling will be conducted for following quota of seats:-
- B.B.S./B.D.S. Courses in Government/Private Medical/Dental Colleges/ Private Medical college affiliated with State Private University of Uttarakhand against STATE QUOTA SEATS.
- B.B.S./B.D.S. Courses in Government/Private Medical/Dental Colleges/Private Medical college affiliated with State Private University of Uttarakhand against ALL INDIA- QUOTA SEATS.
Note : The registered eligible candidates who have qualified NEET UG‐2025 will get admission against available State quota seats and All India‐ quota seats in M.B.B.S./B.D.S. Courses by centralized counseling on merit cum choice basis.
Seat Reservation Policy
- The reservation policy will be applicable only for State Quota seats & will be applied college wise. No reservation will be applicable for seats under for All India‐ Quota.
- If a candidate is eligible for more than one subcategory reservation then seat allotment will be done in decreasing percentage of sub‐categories.
- Only Uttarakhnd state domicile/permanent resident candidates will be eligible for getting the benefit of any Category and/or sub‐category reservation.
- Candidates who claim benefit of any reserve Category and/or sub category have to upload caste/Category certificate alongwith Uttarakhand state domicile/permanent resident certificate issued by the competent authority of the Uttarakhand State Government. If the category/sub category certificate and domicile/permanent resident certificate is not issued by the competent authority of Uttarakhand government then he/she will not be eligible for the benefit of reservation.
- The original certificate has to be produced at the time of admission. If a candidate fails to produce the original caste/category/sub category certificate and domicile/permanent certificate of Uttarakhand he/she will not be eligible for the benefit of reservation. The candidate shall be responsible for the same. In that case the candidate will be treated as unreserved (UR) candidate only if he/she fulfils all the other eligibility criteria to be considered as UR category candidate.
- For Defence Personnel Wards (DPW) candidates, the reservation will be applicable only for Dependent of Ex-serviceman. Dependent of in service Defence Personnel are not eligible for reservation. For claiming the reservation the certificate issued by the competent authority for this 10 purpose will be valid. Dependent of Ex‐serviceman of paramilitary forces are not eligible for DPW reservation.
Eligibility Criteria for State Domicile
Domicile‟ the word „Resident‟ be used in the instructions issued by the State Government and it has been decided to revise the Government instructions. Henceforth, the following categories of persons would be eligible for the grant of Resident Certificate: –
- The eligibility criteria of age for NEET UG2023 Uttarakhand State Centralized Counseling will be as per the latest guidelines/ order of NTA (NEET UG‐2023 examination conducting body)/ NMC/ DCI/ Government of India.
- The candidate must have passed in the subjects of Physics, Chemistry, Biology/Bio‐ technology and English individually and must have obtained a minimum of 50 % marks taken together in Physics, Chemistry, Biology/Bio‐technology at the qualifying examination. In respect of candidate belonging to scheduled Caste/scheduled Tribes or Other Backward Classes, the marks obtained in Physics, Chemistry, Biology/Bio‐ technology taken together in qualifying examination to be 40% instead of 50 % for General /EWS Category.
- Candidates who are Domicile/Permanent residents of Uttarakhand and have passed both highschool(10th) and Intermediate (10+2) or equivalent examination from a recognized educational institution situated in Uttarakand .
- Candidates who are Domicile/Permanent residents of Uttarakhand but have passed high school and /or Intermediate (10+2) or equivalent examination from a recognized educational institution situated outside the Uttarakhand shall also be eligible.
- The candidate claiming him/her as domicile/permanent resident of Uttarakhand has to upload the domicile/permanent resident certificate issued by the competent authority of the Uttarakhand state only.
Counselling Process
All NEET UG‐2025 qualified eligible candidates interested to participate in counseling against UG State / /All India‐ quota seats are required to register themselves in various rounds of counseling. Candidates who fail to register in 1st round of counseling can participate in 2nd and Mop- up round counseling after registration and payment of required fee. Hence on the basis of registration separate state Merit list will be prepared and displayed for each round of counseling. See the steps below in order to apply:
- Registration:In order to register for Uttarakhand MBBS admission 2025 will have to provide their contact details and NEET 2025 details in order to register. Candidates will also have to agree to the terms and conditions of Uttarakhand MBBS and BDS admissions in order to register for choice filling, locking and counseling process 2025.
- Personal Details: After agreeing to the terms, candidates will have to provide personal details, academic details, and security questions in order to submit and start the procedure. It is advised to enter the details carefully, as the allotment and other communications will be done through this information. Thereafter, they have to create a password following the instructions mentioned by the authority. Once the password and other details are done, click on submit button to proceed. After the registration process, the password of Uttarakhand MBBS counselling 2025 will be sent to the registered email ID, which must be preserved for future logins. In order to login, candidates have to enter their NEET roll number and password and the link for the same will be provided when available.
- Register and pay the fee: Get the registration process completed by submitting all the requisite details. As part of the registration process, candidates have to pay the registration cum counselling fee of Rs. 5000 & Rs 100000 as security money. For Mop up round registration fees is Rs 3000 for all categories.
- Seat Allotment Result: The authority will start the process of allotment of Uttarakhand MBBS 2023 for each round separately. . The seat allotment result is published online mode in the form of downloadable PDF. No login is required to download the seat allotment list. The list carries information like the merit rank of the candidate, name, gender, and NEET details. Candidates who have been allotted seats in Round I can also opt for upgradation in round II. And in case the candidate gets an upgraded seat in round II, the seat allotted in Round I stands cancelled.
- Reporting to the college: Candidates who will be allotted a college during MBBS/BDS counseling 2025 will be required to report at Hemwati Nandan Bahuguna Uttarakhand Medical Education University, (HNBUMU), for completion of admission process and document verification.
Counseling Rules & Regulations
On the basis of registration separate state Merit list will be prepared and displayed for each Round of counseling. If a candidate has not registered himself in a particular round of counseling then he /she will not be considered for seat allotment for that particular round. The student is permitted to exercise fresh choice during various rounds of counseling as per the following matrix:

- Free exit for 1st Round means if a candidate allotted a seat in 1st Round even if a candidate does not report/join the allotted college he would not be penalized and eligible for further rounds.
- Exit with forfeiture means if a candidate allotted a NEW/FRESH seat in 2nd round of counseling and does not want to join to the allotted seat he/ she exit with the forfeiture (losing of security money). If candidate joined allotted college he/she will not be permitted for further rounds of counseling.
- Candidates who have been allotted seat in round I of counseling can opt for up gradation in round 2 only .
- If a candidate has upgraded in the round 2 the seat allotted in round 1 gets automatically canceled and allotted to next eligible candidate in the merit.
- Candidates have to fill new/fresh choices in each round of counseling to become eligible for seat allotment in that particular round .
Note: No Candidate will be permitted to vacate his/her admitted /joined seat in second and further round of counseling.
