Supreme Court plea on NEET-PG answer key rules

New Delhi: The Supreme Court will on Monday take up a public interest litigation (PIL) filed by several NEET-PG 2025 aspirants who have challenged a recent “corrective notice” issued by the National Board of Examinations in Medical Sciences (NBEMS) on August 21.

About the Case

The petitioners, all qualified doctors, argued that the new method of disclosing answer keys lacks transparency. They said it prevents candidates from verifying their results with accuracy.

As per the Supreme Court’s cause list, a Bench led by Chief Justice of India BR Gavai and Justice K. Vinod Chandran will take up the plea on September 1.

NBEMS had earlier announced that it would release answer keys and candidate responses only through “Question ID Numbers” linked to a master set of the exam paper.

Aspirants’ Concerns

The doctors pointed out that the exam software shuffles questions and answer options for each candidate. Therefore, a Question ID-only system does not give them a clear record of the exact questions they answered.

They stressed that publishing answer keys should help students cross-check their performance. It should also allow them to raise objections if required. This process, they argued, ensures fairness in a crucial national-level exam.

The plea further said the new system makes the disclosure “illusory and unverifiable.” According to them, it violates the constitutional right to equality and fairness guaranteed under Articles 14 and 21.

What the Petition Demands

Filed through advocate Satyam Singh, the plea clarified that candidates are not asking for re-evaluation of answer sheets. Instead, they want NBEMS to disclose:

  • The exact questions as they appeared to each candidate
  • The responses marked
  • The official correct answers
  • The marks awarded

The petitioners also referred to earlier Supreme Court rulings that directed full transparency in NEET-PG evaluations, including the release of raw scores and answer keys. They highlighted that other exams such as IIT-JEE, CLAT, and AIIMS INI-CET already provide candidate-wise response sheets.

Why It Matters

With thousands of medical graduates vying for limited postgraduate seats, the petitioners argued that withholding detailed disclosures compromises the credibility of the entire examination process.

They requested the Court to declare the NBEMS corrective notice unconstitutional and direct the board to publish candidate-specific question papers, answer keys, and responses, along with a fair system to challenge discrepancies.
